Staffordshire Accessibility Strategy 2022-2026 - Overview Document

All local authorities must, in relation to schools for which it is the responsible body, prepare and publish an Accessibility Strategy.

Schools and Staffordshire County Council (‘SCC’) are required to make reasonable adjustments to ensure that children and young people with disabilities are not disadvantaged and are enabled to participate in education.

Schools must also ensure better access for children and young people with disabilities (Equality Act, 2010).

All schools and academies must develop an Accessibility Plan and publish this on their website. The Accessibility Plan must outline how their school will improve access to education for children and young people with disabilities over time.

This Accessibility Strategy aims to:

  1. Increase the extent to which children and young people with disabilities can participate in the schools’ curriculums.

  2. Improve the physical environment of schools to increase access for children and young people with a disability.

  3. Improve the delivery of information to children and young people with disabilities and their parents/carers.
Increase the extent to which children and young people with disabilities can participate in the schools’ curriculums

Schools will:

  • Have a lead staff member responsible for SEND;
  • Write an Accessibility Plan;
  • Use a range of inclusive teaching methods;
  • Support the inclusion and achievement of children and young people with disabilities, in education and social activities;
  • Provide staff training on SEND;
  • Support children and young people with disabilities with transition, exams and assessments;
  • Listen to children and young people and involve them and their parents and carers in the review of individual plans;
  • Meet children and young people’s individual needs, including physical and medical needs by working with partner agencies and adopting the ‘Graduated Response’ of ‘plan, do and review’ to understand needs.

Staffordshire County Council will:

  • Work in partnership to provide the right help for children, young people and their parents/carers, at the right time;
  • Promote inclusion;
  • Listen to the views of children and young people with disabilities;
  • Provide access to NASEN Whole-School SEND Review training for schools;
  • Provide specialist services to support children and young people with disabilities, schools and staff.
Improve the physical environment of schools to increase access for children and young people with disabilities.

Schools will:

  • Ensure their building and facilities are accessible;
  • Use suitable resources to meet a child/young person’s individual needs including sensory needs where appropriate;
  • Follow a pathway for accessing funding for specialist equipment;
  • Make use of the ‘Disability Access Fund’ in early years’ settings;

Staffordshire County Council will:

  • Ensure all new build/extension projects completed on schools are designed and built, meeting accessibility regulations.
  • Support schools with individual placements and transitions to meet needs of children;
  • Ensure Education, Health and Care Plans include the accessibility needs of children and young people.

 

Improve the delivery of information to children and young people with disabilities and their parents/carers

Schools will:

  • Have an ‘Accessibility Plan’ and ‘SEND Information Report’ published on their website;
  • Provide both accessible and alternative (where required) information for children/young people and parents/carers;
  • Provide interpreters (where required).

Monitoring and Review

It is the duty of SCC, all those working in Staffordshire schools and academies and specialist services supporting schools, to promote accessibility and to ensure this strategy is implemented.

The SEND Inclusion and Partnership Group will oversee the delivery of the strategy.
